Noise complaints are one of the most common problems in condos, and one of the most common regrets after a renovation. Someone replaces carpet with vinyl plank, the floor looks great, and within a month the neighbour below is hearing every footstep. In a house, the same thing happens with a basement suite or an upstairs bedroom above a living room.

Flooring can’t make a building silent, but the right combination of material, underlay, and installation method makes a large difference. This guide covers how floor noise actually works, what the rules are in Alberta, and which flooring choices perform best in condos and in single-family homes.

Two Kinds of Noise, Two Different Problems

Almost every conversation about soundproof flooring gets confusing because people are describing two different things.

Airborne noise is sound travelling through the air before it hits a surface. Voices, television, music, a barking dog. It’s measured by Sound Transmission Class, or STC. Higher numbers mean the assembly blocks more airborne sound.

Impact noise is sound created by something physically striking the floor. Footsteps, a dropped phone, a chair dragging, kids running. It’s measured by Impact Insulation Class, or IIC. This is the one that causes most complaints between condo units, and the one flooring choices affect most directly.

The distinction matters because they need different solutions. Adding mass to a floor helps with airborne sound. Impact noise needs decoupling, which means separating the walking surface from the structure underneath so vibration doesn’t travel straight into it. A floor can perform well on one measure and poorly on the other.

What the Rules Actually Say in Alberta

This part surprises people, so it’s worth being precise.

Alberta follows the National Building Code framework, which sets requirements for airborne sound between dwelling units. The current approach uses Apparent Sound Transmission Class, with a minimum ASTC of 47, which accounts for sound travelling through junctions and flanking paths rather than just straight through the floor assembly.

Impact noise is the gap. Canadian building code recommends a minimum IIC of 55 for floor assemblies between units, but does not require or enforce it. That means a building can be fully code-compliant and still transmit footsteps clearly to the unit below. A lot of condo owners discover this only after moving in.

Because the code doesn’t cover it, condo boards fill the gap themselves. Many Edmonton condo corporations set their own minimum IIC requirement in the bylaws, commonly in the 50 to 60 range, and require approval of the flooring assembly before installation. Some specify approved underlayment products by name.

Check your condo bylaws before buying anything. We’ve seen owners purchase flooring, arrange installation, and then find out the board requires a rating their chosen product can’t reach. Sorting this out first costs nothing. Sorting it out afterward can mean returning material or paying twice.

One more thing worth knowing: lab-tested ratings usually run several points higher than what the same assembly achieves in a real building. If your bylaws require IIC 55, aim above it rather than exactly at it.

The Underlay Matters More Than the Floor

Most people shopping for quiet flooring focus on the surface material. The bigger factor is usually what goes underneath.

A premium acoustic underlay can lift a flooring assembly’s IIC rating substantially compared to the basic foam that comes bundled with many products. Rubber and cork composite underlays generally outperform low-density foam, because density and resilience do the work of absorbing impact energy rather than passing it into the structure.

The rating always applies to the whole assembly, not the underlay alone. A product advertising IIC 70 achieved that number in a specific test build with a specific subfloor and ceiling below. Your building is different. Treat published ratings as comparison tools between products rather than guarantees of what you’ll get.

The basic foam included with budget laminate and vinyl plank is the most common reason a new floor turns into a noise complaint. It’s there for moisture and minor levelling, not acoustics.

Which Floors Perform Best

Ranked roughly from quietest to loudest, here’s how the common options behave.

Carpet with a dense pad is still the best acoustic performer available. Nothing else absorbs impact noise as effectively. In a condo, carpet in bedrooms and hallways solves the footstep problem almost entirely. The trade-off is everything else people don’t like about carpet: stains, wear, allergens, and it doesn’t suit every design.

Cork is the quiet option most people never consider. It’s naturally resilient, absorbs both impact and airborne sound well, and is warm underfoot. It’s less durable than vinyl and more sensitive to moisture, which limits where it works, but for a bedroom or a home office it performs very well.

Vinyl plank with a proper acoustic underlay is the practical middle ground, and what we install most often in Edmonton condos. SPC Luxury Vinyl Plank on their own are not quiet, because the planks are dense and rigid. Paired with a quality acoustic underlay rather than the standard foam, the assembly performs well enough to meet most condo requirements while keeping the waterproof, durable surface people want. WPC tends to be slightly quieter than SPC because of its softer core.

Engineered hardwood can work acoustically, but it depends heavily on installation. Floating over a good acoustic underlay performs reasonably. Nailed down to a subfloor is the worst case for impact noise, because every nail is a direct mechanical path for vibration into the structure. In condos over concrete, nail-down isn’t usually an option anyway.

Laminate is the most common source of noise complaints in condos. The core is dense, the surface is hard, and the foam underlay most people use with it does little acoustically. It can be made acceptable with a serious acoustic underlay, but it’s starting from a worse position than vinyl.

Tile is the loudest option. It’s rigid, bonded directly to the subfloor, and transmits impact energy efficiently. In a condo, tile generally needs an acoustic membrane or uncoupling mat underneath to have any chance of meeting bylaw requirements, and even then it rarely matches a floating assembly.

Installation Method Changes the Result

The same flooring can perform very differently depending on how it goes down.

Floating installation over acoustic underlay is generally best for impact noise, because the floor isn’t mechanically connected to the structure. The underlay acts as a break in the vibration path.

Glue-down bonds the floor to the subfloor. It’s more stable underfoot and better for large open areas and commercial spaces, but acoustically it’s a step down from floating unless an acoustic membrane goes underneath first.

Nail-down is the poorest performer for impact sound. Each fastener carries vibration directly into the joists.

This creates a real trade-off in some projects. Glue-down is the better choice for stability in large open floorplans, but floating is the better choice for sound. In a condo with a big open living area, that tension has to be resolved one way or the other, and the condo bylaws usually decide it.

Houses Have Different Problems Than Condos

In a single-family home, nobody’s filing a complaint, but noise still matters in specific places.

Upper floors above living areas are the most common issue, particularly in newer Edmonton builds with open floorplans and engineered joists. Bedrooms over a living room transmit footsteps and furniture noise clearly. A floating floor with acoustic underlay helps, and carpet in bedrooms helps more.

Basement suites are worth treating like a condo, because functionally they are one. Secondary suites are common across Edmonton, and sound between the suite and the main house is one of the most frequent friction points between owners and tenants. Sound travels both directions: the tenant hears footsteps from above, and the owner hears the suite below. Flooring alone won’t solve it, but a floating assembly with proper acoustic underlay on the main floor, and consideration of the ceiling assembly in the suite, both help.

Home offices and media rooms are about containing sound rather than blocking footsteps. Here the airborne side matters more, and soft surfaces do most of the work. Carpet, area rugs, and soft furnishings reduce reflection within the room, which matters as much for a video call as the floor assembly does.

Stairs are frequently overlooked and are one of the loudest parts of a house. Hard-surface stairs in an open stairwell carry sound through the whole home. Carpet runners or fully carpeted stairs make a noticeable difference.

What Doesn’t Work

A few things get sold as soundproofing that don’t deliver.

Thicker planks aren’t quieter in any meaningful way. Plank thickness affects feel underfoot and how well the floor bridges subfloor imperfections. It has little effect on impact sound transmission compared to what the underlay does.

Doubling up underlay usually makes things worse, not better. Most floating floors are engineered for a specific underlay thickness, and adding a second layer can flex the locking joints and cause them to fail. Use one correctly specified acoustic underlay rather than two cheap ones.

Area rugs help within a room but do very little for the unit below. They reduce sound reflection in the space you’re standing in. They don’t meaningfully change what the neighbour hears through the structure.

Acoustic caulk and sealants at the perimeter are genuinely useful, but only as part of a full assembly. On their own they won’t fix a floor that’s transmitting impact noise through its whole surface.

Final Thoughts

For most Edmonton condos, the workable answer is vinyl plank over a proper acoustic underlay, installed as a floating floor, with the assembly checked against the condo bylaws before anything is ordered. For bedrooms, carpet still outperforms everything else if you’re willing to live with it.

In a house, think about where noise actually bothers you. Upstairs bedrooms, basement suites, and stairs are where the money makes a difference. The rest of the house usually doesn’t need special treatment.

The single most useful thing you can do before starting is find out what your building requires. In a condo, that means the bylaws. In a house with a suite, that means being honest about who’s going to be hearing what.
